The Housing Tax Credit Program also known as LIHTC, produces rental housing for households with incomes between 20% to 80% Area Median Income. Georgia DCA awards Housing Tax Credits to qualified development teams. Over the last three decades, the Housing Tax Credit has become the most successful affordable rental housing production program in history.
DCA monitors projects to ensure they comply with IRC Section 42, HOME regulations (24 CFR Part 92), the Final Allocation Application, the Qualified Allocation Plan, program manuals, and all restrictive documents. DCA also oversees some properties with FDIC restrictions. While DCA checks for Owner compliance, it is not liable for any Owner noncompliance.
Resident Concerns
The DCA Office of Portfolio Management oversees program compliance for many of Georgia's State and Federally funded affordable housing programs. The majority of our residents under our programs reside in apartment communities that receive HOME funds or communities that are part of the Low Income Tax Credit Housing (LIHTC) program.
Residents of a DCA program or concerned citizens can notify DCA of a violation of our program compliance rules. Read through the applicable information before filling out the online form.

- You should ALWAYS attempt to resolve your tenant concern with your landlord or management company prior to contacting the DCA. Our online forms will ask you to comment on the communication with your management company or landlord, prior to contacting the DCA.

Note: You may always complete the DCA online Notification of a Resident Concern, regardless of whether you have or intend to contact HUD with the same concern.
